Apply and Pay Online for Site Plan Permit - Single Family REVISION - Certificate of Appropriateness-Neighborhood Design Panel (PDF): Required for exterior alterations to a building in a designated historic district
- NEW! Multi-Family Residential Development Application: Required for any multi-family residential development proposed outside the Central Business District (downtown)
- Hardship Exemption (PDF): Required if exterior alterations to a building in a designated historic district cannot meet applicable design guidelines
- Historic Properties Special Tax Assessment (PDF): Required for evaluation and verification of plans and qualifying expenses when proposing and completing rehabilitation of a historic property
- Variance Permit (PDF): Required when requesting relief from certain development and design standards prescribed by the Land Management Ordinance
- Application for Alternative Equivalent Compliance (PDF): Required when requesting an alternative design plan from the required multi-family and nonresidential design standards by a licensed architect, landscape architect or engineer.
- Subdivision Application (PDF): Required when proposing creation of 2 or more lots, creation or extension of streets, extension of utility lines, or to record a plat with the Greenville County Register of Deeds office (after preliminary plat approval).
- Recombination Plat (PDF): Required when combining 2 or more existing parcels into a new parcel(s) or reconfiguring lot lines where the number of lots is not increased from existing
- Site Plan Permit - Non-Single Family: Required for all proposed modifications, excluding interior renovations, to real property that is not a single-family residence.

Please note: Due to the quantity of permits received, the City does not accept pre-application reviews for sign permits. - Conditional Use Permit (PDF): Required when a business or other use is allowed only upon Planning Staff determining that certain conditions have been met.
- Special Exception Permit (PDF): Required when a business or other use is allowed only upon Board of Zoning Appeals determining that certain criteria have been met.
- Attachment for Establishments serving Beer, Wine or Liquor (PDF): Required as part of a Conditional Use Permit or Special Exception Permit if a business plans to serve alcoholic beverages
- Air Rights Encroachment (PDF): Required for any sign, awning, or other non-permanent element that extends over public property
- Surface Encroachment (PDF): Required for any portion of a permanent structure that extends onto public property
- Sub-surface Encroachment (PDF): Required for any portion of a permanent structure that extends under public property
- Structural Air Rights Encroachment (PDF): Required for any permanent portion of a structure that extends over public property
- Address Change Form: Required when requesting a change in current address of a property.
- Standards for Developer-led Neighborhood Meetings (PDF)
- Rezone - Basic: Required to change the zoning designation of a property, except Planned Development District
- Rezone - Planned Development (PD) Application: Required to change the zoning designation of a property to Planned Development District, or to modify an existing Planned Development District
- Rezone - Flexible Review District (FRD) Application: Required to change the zoning designation of a property to Flexible Review District, or to modify an existing Flexible Review District
- Final Development Plan (PDF): Required to approval construction plans for all or a portion of a Planned Development District
- Appeal of Administrator's Decision (PDF): Required if it is alleged that a staff member misinterpreted or misapplied a provision of the Land Management Ordinance
- Waiver of Time Limit (PDF): Required for a denied application to be reconsidered earlier than prescribed in the Land Management Ordinance
- Text Amendment (PDF): Required to modify any provision of the Land Management Ordinance
- Traffic Impact Analysis Warrant Form (e-form): Complete this form to determine if a Traffic Impact Analysis is required for a project.
- Street Name Change (PDF): Required to establish or modify the name of a street
- Storm Water Variance (PDF): Required when requesting relief from the standards prescribed by the storm water provisions of the Land Management Ordinance
- Parking Agreement Application (PDF): Required for approval of parking alternatives to meet required parking standards through a remote parking or shared parking agreement.
- Parking Agreement Template (Word document): Required to be submitted with a parking agreement application.

- Zoning Verification Request (e-form): The city offers two types of zoning verification letters: simple and comprehensive.

Service Fee Notice
Effective December 2, 2021, there will be a 2.65% service fee on all debit and credit card transactions. The processing fee is assessed by a third party and is not collected by the City of Greenville.
