FINAL PUBLIC NOTICE
The Federal Emergency Management Agency (FEMA) has received the subgrant application for the City of Greenville repairs due to damages from Flooding and Severe Storms (DR-4479-SC-PW-00100). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice was published April 7, 2020 for (DR-4479). Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: Cleveland Park Playground (126-152 Cleveland Park Drive, Greenville, South Carolina, 29601): GPS Coordinates (34.89078, -82.71289)
Floodplain: The Cleveland Park Playground is located in a Regulatory Floodway (Zone AE) and is considered an area subject to inundation by the 1-percent-annual-chance flood event, per Greenville County FIRM Panel # 45045C0382E, dated 08/18/2014.
Proposed Work and Purpose: The City of Greenville is repairing the Cleveland Park Playground back to pre-disaster conditions. Repairs consist of the replacement of trash cans and metal holders, 60 tons of sand for the volleyball court, and 12 tons of impact absorbent material for the rope climbing station. No mitigation has been proposed for this project. The purpose of this facility is to provide open space and recreational usage for the community.
Project Alternatives: The alternative that has been considered are the no action alternative and relocation of the facility. The no action alternative is not feasible because the community utilizes this facility for recreational and open space usage and not repairing this facility would negatively impact the recreational and social resources of this community. Relocation of the facilities was also considered. However, the park serves as a central site for recreational activity within the city and the relocation of the park would leave the current site vacant which would result in a negative impact to the community. Thus, the current project site location is the most practicable site for this project.
