National Community Development Week is April 2-6, and each year during this special week, we celebrate the impact of Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Program funding in Greenville.

Community Development Welcomes New Team Member

Rebecca Edwards recently joined the City's Community Development Division as the finance coordinator. Rebecca previously worked for the City of Hartsville, where she served as the public information officer and grants writer/manager.

Rebecca earned a bachelor’s degree in politics from Converse College in 2015 and also holds a master’s degree in public administration from Clemson University.

Greenville Housing Trust Fund Kick Off Event

Greenville Housing Fund Launch

On March 29, City and community leaders launched the Greenville Housing Fund, a non-profit organization created to support the development of affordable and workforce housing. The concept of a housing trust fund was recommended in the “Balancing Prosperity and Housing Affordability in Greenville” report drafted by a 25-member steering committee and adopted in early 2017 by City Council. City Council also appropriated $2 million in City funding along with a $1 million potential commitment from philanthropic, corporate and other charitable resources.

A separate 12-member working group collaborated during 2017 to develop the organizational framework for the housing trust fund. The group was tasked with identifying: the housing trust’s role, the target market to be served, the geographic area to be served and an existing organization to help launch the housing trust fund. 

The Greenville Housing Fund will receive and disburse money to support the production and preservation of affordable housing units and will invest in projects that can provide affordable housing for households with annual incomes between $15,000 and $55,000. The fund also has the ability to move beyond these limits as project and market conditions may require.
The Greenville Housing Fund has three main goals:

  1. To advocate for and champion affordable housing in Greenville
  2. To invest in affordable housing development
  3. To purchase land for affordable housing development

The Greenville Housing Fund was launched as a part of CommunityWorks, a non-profit financial organization committed to working with underserved families and communities by providing financial education, lending and investing. Initially, the Greenville Housing Fund will invest in developments within the city limits of Greenville, but eventually, the plan is for the Greenville Housing Fund to work toward the promotion and provision of housing across and throughout Greenville County. The Greenville Housing Fund will launch its initial activities by making loan funding available for the development of affordable and workforce housing.

Improve Your Neighborhood with the Grant Assistance Partnership 

Applications for the Grant Assistance Partnership (GAP) grant will be available April 16 and will be shared with eligible Special Emphasis neighborhoods.

Through the program, Special Emphasis neighborhood associations may be awarded up to $2,500 to address one or more of the following goal areas of neighborhood development: landlord/tenant education, capacity building, neighborhood history and neighborhood infrastructure.

GAP-funded projects are intended to have a long-term impact on the neighborhoods while building and sustaining connections among the neighbors and groups within the community. These activities should involve as many residents living in the communities as possible. 

The deadline to apply is 5 p.m. on Monday, June 1.
