The Consolidated Annual Performance Report (CAPER) examines the Community Development Division's activities affecting housing, the living environment and economic development compared to the goals and priorities set in the 2017-18 Annual Action Plan.

Greenville Housing Authority Celebrating 80 Years

Help celebrate the 80th anniversary of the Greenville Housing Authority on September 27 from 6 to 8 p.m. at Clemson ONE (5th Floor), located at 1 North Main Street.

The event will showcase the Greenville Housing Authority's positive impact on the community, from its founding in 1938 to the present. Adrianne Todman, President & CEO of the National Association of Housing and Redevelopment Officials (NAHRO), will be the keynote speaker.

Greenville City Council Approves "Motel Displacement Response Plan"

Greenville City Council has approved the "Motel Displacement Response Plan," which outlines how nonprofit agencies and governmental authorities can work together to address displacement after a sudden motel closing while also discussing preventative measures for these closures. These strategies include prevention of code violations and unsafe conditions as well as helping people find sustainable permanent housing.

Should a closure occur, a Primary Response Team will be activated with varying resources and services such as transportation and job placement to assist those displaced and in need of permanent housing solutions.

Opportunity Zones Approved for City of Greenville 

Opportunity Zones are a new community development program established by Congress as a part of the Tax Cuts and Jobs Act of 2017 and are designed to encourage long-term private investments in low-income communities. This program provides a federal tax incentive for taxpayers who reinvest unrealized capital gains into "Opportunity Funds," which are specialized vehicles dedicated to investing in low-income areas called Opportunity Zones.

The zones are designated by the governor and are comprised of low-income community census tracts. Twenty-five percent of SC's qualifying census tracts were designated as Opportunity Zones. Qualifying zones are based on the U.S. Census Bureau's 2011-2015 American Community Survey.

Although regulations and guidelines have not been released, four census tracts have been approved within the city of Greenville: 

CT 5: Includes portions of Sterling, Green Avenue and Greater Sullivan neighborhoods and Dunbar Street.

CT 7: Includes Southernside, West Greenville and Haynie-Sirrine neighborhoods as well as Unity Park and portions of Academy Street.

CT 8: Includes West Greenville and the Village of West Greenville.

CT 43: Includes the Nicholtown neighborhood and portions of Laurens Road and S. Pleasantburg Drive.
